1976 built Panamax bulker was apparently loaded
Indonesia to Taiwan.
Ran into Typhoon Morakot.
Search found only a life raft and one body.
This ship changed class from ABS to a
third tier "classification society" based in Panama
called the Isthmus Bureau of Shipping
(not to be confused with the equally prestigious
Isthmus Maritime Classification S.A.)
some time between 2004 (when she was the Victor) and 2007.
Equasis has no record of any Special Survey
since October, 2001.
The ship has a record of many PSC deficiencies
but no detentions.
In her last, Paris MOU inspection in 2004,
when she was called the Victor
and still classed ABS, flagged Malta, and under Greek management.
The deficiencies included:
Failed abandon ship drills, lack of training.
Extensive hull corrosion.
No water suppy to toilets in crew cabins.
Steering gear leaking.
Fuel, lube and water leakages from auxiliary engine.
Oil mist detector not working.
Apparently, this level of regulation was too onerous,
and the new owners changed her flag to Panama,
and went with an arguably bogus Classification Society.
Clarkson claims she traded in oil in the past,
in which case she must have been an ex-OBO.
We have almost no info on this killer casualty,
nor are we likely to get any.
