Remarkably good Panamanian Investigation report. Unfortunately CTX has not been able to determine the link. Google on "Chemstar Eagle AMP" and you should see it.

Chemstar Eagle loaded with styrene for Mumbai anchored off Livorno in bad weather. Over two days anchored dragged several times, and ship moved anchorage several times.

During that period, the starboard anchor holed the forward starboard FO tank. The crack was 18 m above baseline, 14 cm long, and 4 cm wide.

According to Intertanko, ITOPF puts the spill at 9 tonnes, some of which reached shore. This is an upper bound. Total BFO on arrival Livorno was 436.4t. After they got to berth in Livorno at noon the next day the ship had 427.8 tons on board. Most of the difference has to be fuel consumed.

The ship was en route from Tarragona to Mumbai. Not clear why the ship was at Livorno. Likely Master tried to re-anchor despite having dragged was to save a little fuel.
