The Liberian flag carrier, Kasco-Monrovia,
hit Sai Gon Petrol Port's wharf at 2pm last friday
carrying 30,000 tonnes of diesel oil,
100 tonnes of which spilled into the Dong Nai River.
Le Van Khoa said the violent collision
cracked open the right side of the vessel's hull.
Twenty minutes passed and a nine-vessel strong
rescue force arrived at the site
to contain the spill with floating absorbents.
However, strong wind and high tide pusshed the spill upstream,
hindering the clan up, a witness said.
Despite police warnings, hundreds of locals rushed to the river
armed with boats and plastic cans to steal the spilled oil.
Some were ven swimming to gather the fuel.
