During the steering gear test for pre-arrival, the rudder did not respond to helm command while on the starboard steering pump. Unit was switched to port steering pump an tested satisfactory. Steering system changed back to the starboard steering unit and repeatedly tested. Starboard unit tested satisfactory. Unit remained on the starboard steering pump and test approx. 2 hours later satisfactory. At completion of test, unit changed over to port steering pump and tested again. Found satisfactory. USCG/CVTS notified. Inbound transit authorized by both organizations. Steering gear space manned by engine personnel during transit from buoy "J". Arrangements by company for tech to attend in Port Angeles, WA. Steering system evaluated by service tech. and found sound. No conclusive explaination of incident. Based on current evidence, no enforcement action is anticipated at this time. II. INCIDENT S

This is almost an exact repeat of 20030106_001, when technicians were onboard for three days, but obviously did not solve the problem. Puget Sound USCG does not seem to be aware that this is a recurring, unexplained problem. In both cases,the ship was approaching the US coast with about 120,000 tons of crude on-board. See
