Received faxed 2692 reporting that on 11 April 2003, a Panamanian flagged tankship, the M/V IVER SPRING, was in the process of departing from berth #1, Kinder Morgan Terminal, Perth Amboy when the engine would not respond to ahead movements. The pilot promptly returned the vessel to the berth to look into situation. Vessel again tried the engines, without response. Vessel secured operations pending troubleshooting report which found congealed fuel oil in the rack which in turn caused the loss of main engine control. The vessel recirculated their fuel oil within the rack, thereby regaining control of their main engines.
