Good Canadian investigation report.
Deck above emergency switchboard was badly corroded,
water dripped on switchboard, shorting out power to steering gear.
Ship went aground in St Lawrence loaded,
but only forepeak tank was breached.
They had the same problem a few days earlier,
but had not fixed it properly.
If they cannot maintain an emergency generator room,
God knows what the tanks look like.

Implementation must be such that loss of the emergency switchboard,
does not knock out both steering gears.
