Ship was to load at Puerta Miranda. One environmental source says 8000 tons of oily ballast discharged into Lake Maracaibo. Venezulan Coast Guard quoted as saying any discharge of ballast in Maracaibo is illegal, but no way ships can come into the Lake without ballast. Another source says 13,000 tons containing 30 barrels of oil discharge. No idea where these numbers came from but this would be about ten times the legal maximum of 15 ppm. Ship could have screwed up the deballast procedure, or earlier tank cleaning, or maybe a clump of oil got caught in sea chest.
