Hooke probably meant Algerian authorities.
The volume of 220,000 barrels which originally came from OSIR
does not jibe with the Hooke account.
Hooke says 2 cargo tanks and bunker tank holed
on ship that was carrying 42,000 tons of oil.
Even if these tanks completely emptied
which is very unlikely if the damage is low in the tank,
then the spill could not have been more than 6,000 tons.
Even if the conflicting Algerian report of 300 feet of damage is correct,
unlikely ship could spill more than a third of her cargo.
Loathe to accept, OSIR's navigational error.
Could be right, but weird that ship
ends up in Arzew harbor.
Need a lot more info.
