Liberian MT Ellen Conway loaded with 42,000 tons of Libyan crude for Beaumont ran aground at 0200 in outer harbor at Arzew. Local tank barges refused to go alongside to lighter her cargo, which had been loaded at an offshore oil terminal in the Gulf of Arzew. FP, port bunker tank, 7P and 8P breached. Libyans would not allow the vessel to return. Ship ended up being lightered by Julia Conway. The Algerian news agency APS reported that 300 feet of the vessel's hull had been torn. Ship then proceeded to Cadiz, she was declared a CTL and sold to Spanish ship breakers. CTL.

Cedre paper says 31,000T, grounding. No cause info. Why Libyan crude at Arzew? Hooke probably meant Algerian authorities.

The volume of 220,000 barrels which originally came from OSIR does not jibe with the Hooke account. Hooke says 2 cargo tanks and bunker tank holed on ship that was carrying 42,000 tons of oil. Even if these tanks completely emptied which is very unlikely if the damage is low in the tank, then the spill could not have been more than 6,000 tons. Even if the conflicting Algerian report of 300 feet of damage is correct, unlikely ship could spill more than a third of her cargo.

Loathe to accept, OSIR's navigational error. Could be right, but weird that ship ends up in Arzew harbor.

Need a lot more info.
