US flag products tanker in ballast from Tampa to Port Arthur. Pump room explosion killed 3 in ER. Practice was to drain gasoline, etc into PR bilges. USCG at the time said this was normal. No vent fan was off. Ship had a turbine driven air compressor in top of P/R. This compressor had broken apart. USCG said flammable mixture pulled into this compressor, heated up and ignited.

P/R forward bulkhead blown out, but no mention if any spill.

What a farce. No legitimate operator today would routinely drain any petroleum into P/R bilges, let alone gasoline. And what was a compressor doing in the top of a P/R. Ship also was using the top of the PR as a workshop with various non-spark proof hand tools. Maybe some things have gotten better.

This is the same Texaco North Dakota that rammed an under-contruction drilling platform on 1980-08-21.
